In June, the European Commission drew attention to the increase in protectionist tendencies worldwide. It claimed that over the previous eight months 123 new trade restrictions had been put in place, an acceleration of 25% compared with the previous period studied. However, the Commission’s own proposed trade reforms, published in January, were overlooked. These will push the EU itself towards further protectionism. They will 'hamper the global economy' and ‘hurt developing countries', according to a recent ODI study.

Buy another day: join me for a budget James Bond celebration

Who needs October's elitist parade of tributes when you can put on your dad's tux and walk around being sexist?

It's been 50 years since James Bond first appeared onscreen in Dr No. In that last half-century, Bond may have got variously taller, and sillier, and nastier, and smarmier, and wiggier, and more fond of safari suits, and briefly more Australian, but despite these superficial changes the character has endured like no other.

That's why, on 5 October ? the exact 50th anniversary of Dr No's initial release ? EON, MGM, Sony and 20th Century Fox are planning a global James Bond day. It's a chance for fans around the world to revel in cinema's most beloved alcoholic aristocratic borderline-misogynist state-sponsored murderer, and there will be a raft of glitzy events to accompany it.

So far, these events include the release of a new documentary entitled Everything or Nothing: The Untold Story of 007, a charity auction at Christie's, a movie retrospective at the Museum of Modern Art in New York, a Music of Bond night in Los Angeles hosted by the Academy of Motion Picture Arts and Sciences and a style exhibition at Toronto international film festival. And there'll be a survey to find the best Bond film. And all the Bond films are coming out on Blu-ray. And there will inevitably be lots of interviews with the Skyfall cast all over the place too.

That's all well and good in principle, but all these planned events sound a little bit la-di-dah to me. Because, really, the common man on the street won't be able to enjoy the Music of Bond night, or the TIFF exhibition. Unless they live in New York, they won't be able to see the retrospective. Unless they're rich beyond their wildest dreams, they won't be able to buy anything at the auction. And unless they're too stupid to realise that it'll be on TV every single bank holiday afternoon until the end of time itself, they won't rush out to see Everything or Nothing. For such a global occasion to mark a character with such broad appeal, James Bond day comes with an undeniably off-putting veneer of elitism.

That's why I'm proposing an alternative James Bond day, full of activities that people such as you or I ? normal people, the people whose wages helped turn 007 into such an enduring icon in the first place ? can easily celebrate in our own homes. For example, who needs to go all the way to Toronto to look at a James Bond style exhibition when they can simply put on their dad's old wedding suit, construct a makeshift girdle out of belts and clingfilm and spend the day wobbling around their house being sexist to women young enough to be their daughter?

Or why not celebrate the day with a vodka Martini? Can't afford the ingredients? Put some WKD in a vase and just drink that instead. Planning a fish pedicure? Why not ask to be lowered slowly into the pool feet-first like Jane Seymour in Live and Let Die? Or, to really capture the true spirit of the James Bond series, why not just buy as many Sony products as you possibly can and show them to people logo-up for just the right amount of time ? long enough to break their concentration in the wider story but not long enough to actually make them want to go and buy any Sony products themselves? James Bond would be proud.

There. The official James Bond day might be hopelessly alienating to anyone who isn't a super-rich Hollywood mogul, but together we can create a better, more faithful, more recession-sensitive day of our own. Who's with me?

Proms 2012: week seven in review

Can you forgive the childbeaters' charter that is Peter Grimes? And why does the public not love Oliver Knussen like musicians do? Oh well, you can't please all the people all the time

The big catch for at the Proms this week was the visit of English National Opera with Britten's Peter Grimes, and a chance for a wider public to see one of the best productions of this - or indeed any opera - in recent years. ENO managed to reassemble most of the original 2009 cast, too, intending that the Prom would recapture as much as possible of the extraordinary emotional clarity and psychological intensity of the stage version.

Tim Ashley, reviewing the Proms performance for the paper, was bowled over by the "breathtaking lyrical ferocity" of the orchestra's playing under Ed Gardner, and observed that Stuart Skelton's Grimes "combines the heft of Jon Vickers with the refinement of Peter Pears, so we really do believe that this is a man who has the soul of a poetic visionary in the body of a thug."

Commenting below the review, growltiger00 couldn't agree more, finding the musical performance and acting "amazing from start to finish", and reserving particular praised for the way in which Skelton "made his way off stage to walk through the standing prommers in the arena, still completely 'in character' as a distressed, suicidal Peter Grimes. I was moved to tears."

Growltiger's taps were not the only ones to be turned on, the Albert Hall becoming a veritably Victorian waterworks during the course of the evening. "I said goodbye to my fellow concertgoer, and promptly burst into tears", said @ThomasKohut, while @Emmalucysmith reported "shivers down the spine and tears aplenty". @zany_zigzag just made it home "half-drowned in tears & rain after Peter Grimes. Incredible to be standing so close to such an intense performance."

The effect was nearly as overpowering for those standing miles away from the stage, listening on the radio or via Radio 3's high-definition audio stream, such as @RevRichardColes. "Adore Peter Grimes", he tweeted: "So brutal, so East Anglia, so glitter of waves, so major thirds." His correspondent however, @RobertHanks, declined to turn his dial to Radio 3 ? "@MartinRowson @RevRichardColes I would, but it's Peter Grimes: love the tunes, can't get with the 'Don't be mean to childbeaters' message" ? thereby ignoring the advice of @MartinRowson to turn away from the stream of libertarian hilarity on the other side coming from one James Dellingpole.

The Grimes concert was followed by the Proms' celebration of Oliver Knussen's 60th birthday, a party to which many were invited but to which, according to Martin Kettle's review, not everyone turned up. "Sadly," he wrote in the paper, "attendance is small but select. 'No one empties a hall quite like Olly,' one of his admirers admitted on Saturday. But some of the giants of Knussen's generation were there all the same."

And so they were. Here was Michael Tilson Thomas (@mtilsonthomas) for starters: "W/ Oliver Knussen @ Albert Hall after his Prom. He performed his 3rd Symph. I premiered it at the Proms 33 years ago!!" Composers Alexander Goehr and Helen Grime were also present to hear the former's Metamorphosis/Dance and the latter's new Night Songs, performed twice after Knussen lost his glasses during the first performance. "Oliver Knussen playing Grimes piece again because his glasses fell off!! I love Olly!!", reported the mezzo-soprano @lucyschaufer, who loves him so much her twitter profile picture has her seated on the great man's lap. Knussen makes a habit of performing new or difficult works twice the same programme, however, so the trick with the spectacles might just have been a way to get round the bossy BBC schedulers, who knows?

That said, the coming week is a triumph of bossy scheduling, the BBC managing to squeeze in two of the greatest European orchestras, twice each. The ordinarily extraordinary Berlin Philharmonic perform on Thursday and Friday, while the predictably inspirational Leipzig Gewandhaus Orchestra occupy Saturday and Sunday with an alliterative take on the art of concert programming, performing Mendelssohn, Messiaen and Mahler. What's that?

Ah, yes. Mmmmm.

An opportunity to manage part of the $17 trillion retirement industry assets is a key business strategy for many financial organizations. ERISA plans present a number of unique challenges due to the rules, regulations and increasing litigation brought against asset managers. Compliance is critically important.

In 2010, the U.S. DOL changed rules on activities asset managers can undertake if they manage ERISA assets. Entities like banks, insurance companies, hedge funds and SEC-registered investment advisors must have documented policies and procedures for types of trading, parties in interest and internal controls.

In addition, a regular audit of the activities of a Qualified Professional Asset Manager (QPAM) and/or in-house asset manager (INHAM) must be conducted by persons who are knowledgeable about ERISA and can render an objective assessment as to whether the exemption is justified.

Willie Walsh?s scathing attack on David Cameron

The issue of whether to grant permission for a third runway at Heathrow is starting to become a festering sore for the Tories. Although coalition policy is not to allow it, pressure has been building for a while on the party to commit to reversing that decision if they win a majority in 2015.

George Monbiot: to move beyond capitalism, first build a straw man

George Monbiot has set out his cartoonish manifesto on the Guardian website. He paints a picture of ‘what the world will look like after capitalism’, beginning with this very helpful definition:

‘If [capitalism] means a system that arises from lending money for interest, then there will be no “after capitalism”… If on the other hand Capitalism means something like the current dispensation, which allows a few people to seize much of the wealth generated by everyone, which blocks social mobility, which re-engineers the political system to serve the economic elite, then yes. There’s a lot we can do about it.’

Oliver Letwin: the unseen architect of coalition policy

There have been moments in Oliver Letwin’s political career when it did not look as if he would ever emerge as the intellectual powerhouse of a national government.

There was his time at the Downing Street policy unit in the 1980s, when he helped devise the disastrous poll tax. There was the time, more recently, when he shed official documents in a bin in St James’s Park. In 2001 he had to go into hiding ahead of the general election after admitting he wanted to cut �20bn of taxes, far more than his party’s official position.
