Boris Johnson?s BBC Night-Mair

With Andrew Marr off sick, his stand-in this morning was Eddie Mair, who proceeded to put Boris Johnson through the most relentless interview the London mayor has ever faced.

Questions from Mair included:

?Aren?t you in fact, making up quotes, lying to your party leader, wanting to be part of someone being physically assaulted? You?re a nasty piece of work, aren?t you??

and

?But even Conrad Black, your friend. Convicted fraudster, even he says he doesn?t trust you completely.?

Plenty has been said about this skewering on the Twittersphere this morning. Fans of Johnson suggest he came out of it in one piece, given the lack of new accusations. The vast majority of the public will not have seen the programme, although they may see clips elsewhere. Others believe this may mark the point where the wheels start to come off the Boris band-waggon.

What Companies Are Doing About Working at Home

According to All Things Digital, uber technology journalist Kara Swisher writes that Yahoo is calling remote employees back to the office. Should they say "no," they are invited to consider employment elsewhere. You can read her February 22, 2013 article by clicking on "Yahoo CEO Mayer Now Requiring Remote Employee to Not Be (Remote)." Click to read the original Yahoo memo that emphasizes the need for the kind of communication and collaboration that allegedly disappears when the work force is scattered throughout the world.

While the official text is interesting, a read of the 172 comments (as of February 24, 2013) are telling. Some suggest that Yahoo is likely to send talent packing at a time when smart and productive people are needed. Besides the fact that certain employees may have been promised a work-at-home arrangement and are not happy about a reverse decision, others may simply find it prohibitively expensive to live closer to Yahoo headquarters or too time-consuming to commute several hours each way from places where real estate is more affordable. At a certain point, individuals could be better off making less money in exchange for a shorter commute. Ask anyone who has regularly traveled into New York City or other cities for many years. A daily dose of driving, training and walking for three to five hours round trip can take its toll. Others offer that professionals who are well suited for telecommuting because they like freedom and flexibility will bristle at the structure of having to show up in person. Then there is the argument that telecommuting enhances productivity, especially if it means that a quiet home versus a noisy office allows for fewer interruptions to one's work flow and facilitates the kind of concentration required for complex problem-solving.

It will be interesting to monitor whether Yahoo's new policy to work on site at one of its locations pays off for shareholders. It certainly seems to differ from what I am hearing in the workplace. In the last few months alone, executives from two major insurance companies told me that many of their employees are being forced to telecommute and that physical offices will be replaced with a hotelling arrangement for days when they travel to a company location.

Unlike Yahoo, the message being sent by those who advocate telecommuting is to leave those family photos at home. Use technology to shave off "bricks and mortar" expenses and take a coffee break on your own time.

The philosophy of the Higgs | Michael Kr�mer | Life & Physics

Particle physicist Michael Kr�mer hangs out with philosophers and learns that one should be wary of irrelevant blondes

Many of the great physicists of the 20th century have appreciated the importance of philosophy for science. Einstein, for example, wrote in a letter in 1944:

I fully agree with you about the significance and educational value of methodology as well as history and philosophy of science. So many people today?and even professional scientists?seem to me like somebody who has seen thousands of trees but has never seen a forest.

At the same time, physics has always played a vital role in shaping ideas in modern philosophy. It appears, however, that we are now faced with the ruins of this beautiful marriage between physics and philosophy. Stephen Hawking has claimed recently that philosophy is "dead" because philosophers have not kept up with science, and Nobel laureate Steven Weinberg argues:

I know of no one who has participated actively in the advance of physics in the postwar period whose research has been significantly helped by the work of philosophers.

Not to mention the recent public argument between cosmologist Lawrence Krauss and philosopher of science David Albert about nothing, i.e. the vacuum, however driven it may be by book sales figures.

So is there a role for philosophy in modern physics? Should we physicists listen to philosophers?

For quite some time now, I have collaborated on an interdisciplinary project which explores various philosophical, historical and sociological aspects of particle physics at the Large Hadron Collider (LHC). For me it has always been evident that science profits from a critical assessment of its methods. "What is knowledge?", and "How is it acquired?" are philosophical questions that matter for science. The relationship between experiment and theory (what impact does theoretical prejudice have on empirical findings?) or the role of models (how can we assess the uncertainty of a simplified representation of reality?) are scientific issues, but also issues from the foundation of philosophy of science. In that sense they are equally important for both fields, and philosophy may add a wider and critical perspective to the scientific discussion. And while not every particle physicist may be concerned with the ontological question of whether particles or fields are the more fundamental objects, our research practice is shaped by philosophical concepts. We do, for example, demand that a physical theory can be tested experimentally and thereby falsified, a criterion that has been emphasized by the philosopher Karl Popper already in 1934. The Higgs mechanism can be falsified, because it predicts how Higgs particles are produced and how they can be detected at the Large Hadron Collider.

On the other hand, some philosophers tell us that falsification is strictly speaking not possible: What if a Higgs property does not agree with the standard theory of particle physics? How do we know it is not influenced by some unknown and thus unaccounted factor, like a mysterious blonde walking past the LHC experiments and triggering the Higgs to decay? (This was an actual argument given in the meeting!) Many interesting aspects of falsification have been discussed in the philosophical literature. "Mysterious blonde"-type arguments, however, are philosophical quibbles and irrelevant for scientific practice, and they may contribute to the fact that scientists do not listen to philosophers.

The question of why scientists do not listen to philosophers was also a central theme of the recent inaugural conference of the German Society for Philosophy of Science. I attended the conference to present some of the results of our interdisciplinary research group on the philosophy of the Higgs. I found the meeting very exciting and enjoyable, but was also surprised by the amount of critical self-reflection.

In the opening talk Peter Godfrey-Smith from the City University of New York emphasized three roles for philosophy: an integrative role, whereby philosophy can assess and connect various fields with an emphasis on generic categories and perspectives; an incubator role, where philosophy develops new ideas in a broad and speculative form, which are then pursued in a more focussed and specific way within an individual science; and an educative role, where philosophy teaches various general skills, including critical and abstract thinking. The problem I see with the integrative and incubator roles of philosophy is the high degree of specialization in modern science. It is very hard for a philosopher to keep up with scientific progress, and how could one integrate various fields without having fully appreciated the essential features of the individual sciences? As Margaret Morrison from the University of Toronto pointed out in her talk, if philosophy steps back too far from the individual sciences, the account becomes too general and isolated from scientific practice. On the other hand, if philosophy is too close to an individual science, it may not be philosophy any longer.

I think philosophy of science should not consider itself primarily as a service to science, but rather identify and answer questions within its own domain. I certainly would not be concerned if my own research went unnoticed by biologists, chemists, or philosophers, as long as it advances particle physics. On the other hand, as Morrison pointed out, science does generate its own philosophical problems, and philosophy may provide some kind of broader perspective for understanding those problems.

So then, should we physicists listen to philosophers?

An emphatic "No!", if philosophers want to impose their preconceptions of how science should be done. I do not subscribe to Feyerabend's provocative claim that "anything goes" in science, but I believe that many things go, and certainly many things should be tried.

But then, "Yes!", we should listen, as philosophy can provide a critical assessment of our methods, in particular if we consider physics to be more than predicting numbers and collecting data, but rather an attempt to understand and explain the world. And even if philosophy might be of no direct help to science, it may be of help to scientists through its educational role, and sharpen our awareness of conceptional problems in our research.

TSSA Pensions Champions network

At the beginning of the year the TSSA trained its first wave of Pension Champions. Stimulated by the report made by the Railway Pension Commission and recommendations to move to a career average scheme*, as well as disregarding TSSA recommendations for an industry wide scheme; reps have been busy recruiting pensions champions. As part of the TSSA strategic response to the commission’s report the TSSA has managed to recruit pension champions from outside the rep pool and directly from the membership. July brings the second wave of training with nearly 40 applicants and many more awaiting dates for future training in the year. It is the aim of the TSSA to recruit pension champions in every region for every company, providing us with a network of reps solely placed to organise around what stands to be one of the biggest issues facing our members in 2008.

Academia and the academy: what makes a university open a school?

The launch of UCL Academy has not been without fire, says Michael Worton, but the chance to shape curriculum and collaborate with educational colleagues was too good to miss

Today sees the opening of the UCL Academy, the first school in England with a university as sole sponsor. It is early days, but I believe that the close relationship already enjoyed by school and university is bearing fruit. Yes, staff and students of our two institutions are benefiting from the links, but with time I think our respective sectors will also gain from the new approach to teaching and learning being pioneered.

Why are we doing it? UCL has from its inception been committed to education both within our walls and beyond in the local community. For many years, we have been working with schools in London and with a significant outreach and widening participation programme. In 1999, we established a partnership for excellence with City and Islington College, an idea godfathered by Lord Adonis, later one of UCL Academy's most enthusiastic supporters as education minister.

This activity continues, but we wanted to do more. The opportunity to shape the curriculum afforded by the academies programme was too good to turn down, despite the fact that we knew we would be dragged into the political fire surrounding the programme. For us, though, the choice was clear: either let this rare opportunity pass, or act to play a more active role in developing academic excellence beyond the traditional university environment.

Our borough, Camden, badly needed a new school, and we were excited at the chance to play a hands-on role and shape the debate around both the school and the university curriculum, and so to help redefine the relationship between our sectors.

The process has been much longer and more torturous than we had imagined. The years leading up to today's opening have seen us involved in political wrangles at both local and national level, being subjected to judicial reviews, all while navigating the oceans of bureaucracy that come with a project as ambitious as this.

And just as it seemed we were there, in 2010 the coalition government was formed and Michael Gove, secretary of state for education, decided to review everything. But we finally got the green light, and the first brick was laid on our site on Adelaide Road.

It was not only the building, but also the curriculum that had to be designed from scratch. This enabled us to think through what is really meant by terms that are bandied around like 'child-centred' or 'self-directed learning'. These words are used all the time, but it is not simple to ensure that everyone, both teacher and pupil, takes responsibility for learning ? and through learning establishes a responsible and useful role in the world.

For us, the academy was to be much more than an extension of our outreach activities: we wanted it to be about changing radically the way in which education operates. The academy is young and UCL has 187 years of history, but just as all learning organisation should do, we are both learning from each other.

As a sponsor, we set the ethos and the education vision, but the relationship between UCL and the UCL Academy is already one of partnership. One very obvious example for the visitors to the spectacular building is that students and teachers are not tied to one classroom. Each floor at the school has a 'superstudio', a long room with a central tiered amphitheatre-style learning space and an area on either side for various learning activities designed to enable classroom group learning, project-based and pair work or independent study as appropriate.

I would also highlight the work on object-based learning, pioneered by UCL through our museums colleagues and now being applied in the Academy, where new ways of using it are emerging. UCL's own commitment to languages manifests itself in the fact that all academy teachers and pupils are learning Mandarin together.

UCL and the academy have also come together to design an engineering science suite, which includes workshop spaces and labs designed to give students the experience of being engineers ? a tangible response to the identified issue of the lack of qualified engineers in our society. In these and other ways, we work to understand each other's goals and objectives and to work out how we can work better on curriculum design, both in schools and in universities.

At the university end, the flow of excitement about being so deeply involved with a school has revitalised our commitment to thinking creatively and radically about education. Working with the academy is helping our academics think more about learning and education and how we really go about enthusing young people.

To me, a partnership between school and university seems a natural and obvious fit ? how long will UCL be the only university to venture into this territory? We wholeheartedly encourage other institutions to follow our lead and engage directly with the young people in their communities by developing academies of their own. The challenges are huge, but I am already clear that the payback is massive and we will gladly offer our time and support to any institution that wishes to go down the same route.

Do public sector job cuts hit women disproportionately?

As we move towards the budget we will be hearing more and more warnings about the impact of further cuts in public sector employment. One line, pursued repeatedly by the TUC and the Fawcett Society since Mr Osborne’s first budget, is that such cuts will particularly impact on women. As the public sector employs more women than men, it is argued, the cuts mean higher unemployment for women. It has even been suggested that an Impact Assessment along these lines would conclude that public sector cuts breach the Equality Act.

New PCAOB Report Finds Pension Valuation Numbers Wanting

According to a new report just published by the Public Company Accounting Oversight Board ("PCAOB"), valuation of pension plan assets was one of the audit areas with "deficiencies attributable to failures to identify and test controls." Given the importance of having proper pension valuations carried out by knowledgeable and experienced persons, it is no surprise that this oversight organization devoted an entire section of its findings to the topic of valuation of pension plans assets. The problems they found include the following:

  • Insufficient testing of controls over how pension plan assets are valued;
  • Testing of controls that were imprecise and therefore did not allow for an assessment of the risk of material misstatement by plan auditors;
  • Failure to properly test the valuation of pension plan assets; and/or
  • Relying on management or the person(s) who performed the reviews without seeking an independent assessment as to why "variances from other evidential matter" were occurring.

In response to these findings, a prominent ERISA attorney commented that the cited deficiencies were not surprising and that valuation problems will continue to grow for those retirement plans that are allocating more money to "hard to value" funds.

In his 2011 speech before the AICPA National Conference, Jason K. Plourde with the Office of the Chief Accountant, U.S. Securities and Exchange Commission ("SEC"), talked at length about the role of pricing services and how securities that are not actively traded should be valued. He suggested that management "may need to perform different procedures and controls when considering the information from pricing services regarding the fair value of financial instruments..."

Concerns about how best to value pension plan assets and regularly test methodologies and controls related to said valuations took center stage in 2008 when the ERISA Advisory Council working group on "Hard to Value Assets" met to discuss how best to improve things. This blogger - Dr. Susan Mangiero - testified on the topic of "hard to value assets," emphasizing that poor valuations lead to a cascade of problems. For one thing, inflated valuations translate into higher fees paid by ERISA pension plans. Second, incorrect valuations make it difficult to properly review and revise any of the items listed below, each of which are critical to proper fund management such as:

  • Asset allocation;
  • Exposure to a particular sector or fund manager;
  • Fee benchmarking for appropriateness of compensation paid to a manager;
  • Type and size of hedges;
  • Hiring and termination of an asset manager(s);
  • Regulatory funding ratio and related cash financing; and
  • Cost of pension plan de-risking for some or all of current defined benefit plan participants.

I understand that HMRC is looking into payments made by NHS foundation trusts to medical consultants and dentists where PAYE has not been deducted. The important issue to understand here is employment status of each consultant as this is a matter of fact which will determine the tax treatment of payments made.

Genuine self-employed individuals can receive payments without the deduction of PAYE and are expected to account for these amounts on their personal tax returns. They then need to pay any tax due within the usual timescales to avoid interest.
